Commissioners urged to consider "social value"

An article by Mo Girach for the NHS Alliance. The piece comments on the implications of two recent pieces of legislation impacting on the delivery of health care services (particularly by independent charities and social enterprises) – the Public Services (Social Value) Act 2012 and the Localism Act 2011. Both should become active forces during 2013.

The key concept in this legislation is that it aims to allow commissioners to return the public benefit purpose of a particular service to the heart of commissioning. For public policy decision-makers this is not always as natural as it perhaps should be.
