While I'm pretty sure this is an idea thats been implemented in other countries.. The Netherlands come to my mind. This pretty much applies to most aspects of health.
New housing or health developments, I feel we should be asking, 'wheres the station' not, how do we solve the parking problem!

My understanding is that the former is usually the question of the planning department and public health teams reviewing planning applications, but the latter is typically the question from many housing developers and many potential buyers. Until it's normalised and easier for households to manage with one car combined with walking, cycling and public transport for shorter journeys, I can't foresee significant change unless it's mandated by national policy. The recent developments in the city suburbs where I used to live were mainly large executive homes (5 bed, 4 bath) with parking for at least 3 or 4 cars, and poor provision of greenspace. If you're lucky, they might provide a new section of cycleway on the nearest main road, but it's typically only a very short stretch and not connected to anything else. I expect that unless you already have a good rail network, it's very difficult to connect a new development to it.
